Jakarta (ANTARA) – The President of the Republic of Indonesia Joko Widodo has issued Presidential Regulation Number 93 of 2021 concerning Amendments to Presidential Regulation Number 107 of 2015 concerning the Acceleration of the Implementation of Fast Train Infrastructure and Facilities between Jakarta and Bandung.
In the Presidential Regulation stipulated by the President on October 6, 2021, the President appointed the Coordinating Minister for Maritime Affairs and Investment Luhut Binsar Panjaitan to lead the Committee for the Fast Train Between Jakarta and Bandung.
As a copy of the Presidential Decree was quoted in Jakarta on Monday, the committee led by Luhut consisted of the Minister of Finance, Minister of State-Owned Enterprises (BUMN) and Minister of Transportation.
Based on the explanation of Article 1 in the Presidential Regulation, in the context of accelerating the implementation of fast train infrastructure and facilities between Jakarta and Bandung, the Government assigned a consortium of SOEs led by PT Kereta Api Indonesia (Persero) and consisting of PT Wijaya Karya (Persero) Tbk, PT Jasa Marga (Persero) Tbk, and PT Perkebunan Nusantara VIII.
The consortium of state-owned enterprises referred to can be realized in the form of a joint venture.
The Presidential Regulation regulates Luhut’s task, namely coordinating the acceleration of the implementation of the fast train infrastructure and facilities between Jakarta and Bandung.
Meanwhile, the tasks of the Fast Train Committee between Jakarta and Bandung led by Luhut Panjaitan are generally regulated in Article 3A paragraph 2 of the Presidential Regulation, namely:
1. Agree and/or determine the steps that need to be taken to overcome the joint venture company’s share of obligations in the event of a problem of increasing and/or changing the cost of the high-speed rail project between Jakarta and Bandung which includes:
a. Changes in the share ownership of the joint venture
b. Adjustment of the terms and amount of loans received by the joint venture company as follows:
2. Determine the form of government support that can be provided to overcome the joint venture company’s share of obligations in the event of a problem with increasing and/or changing the cost of the high-speed rail project between Jakarta and Bandung which includes:
a. Plans for the participation of state capital to the leadership of a consortium of state-owned enterprises for the purposes of the high-speed rail project between Jakarta and Bandung;
b. Providing government guarantees for the obligations of the head of the consortium of agencies
state-owned enterprises if necessary, for the fulfillment of capital for the fast train project between Jakarta and Bandung.
3. Further provisions regarding the Committee shall be regulated by a Regulation of the Coordinating Minister for Maritime Affairs and Investment.
